The most strenuous exertionsare being made by me to obtain a full return, but the difficulty in ob-taining such from the commanding officer, Department of Wesl Vir-ginia, because of his command covering so great an extent of coun-try, has so far prevented. The enclosed return does not include the cavalry cinder Averill,about 2,500, or the troops of tho Department of Washington, Susque-hanna, or Middle.
