The nature of these negotiations andthe decision arrived at are set forth in the followingreport, which was submitted to the Council onSeptember 4th, 1850 :— The committee appointed by the Council onthe 3rd of April last, to consider and report uponthe desirability and practicability of establishing apublic library in Liverpool, free and open to allclasses, having devoted considerable time and. ou >• o cc : im&ezszz--^ !t Pir tb — ^m History of the Liverpool Public Libraries. 15 attention to the investigation of the subject, nowsubmit their proceedings, and submit the followingreport:— The attention of your committee was directedin the first instance to ascertain how far such aninstitution was called for by the circumstances ofthe town, and the general feeling of the this part of the subject the evidence was veryclear and decisive, the object aimed at being tothrow open sources of information on all subjectsof an interesting and instructive character to allclasses at all seasonable hours, and free fromcharge. There is not at present in the town ofLiverpool even a remote approximation to libraries at the Athenaeum and Lyceum areproprietary institutions, within the reach of certainclasses only.
