The conditions in Englandare more favorable than in almost any other country for electriclines in and connecting cities. Not only are there many largecities, but the industrial centers are close together, affordinga most attractive field for interurban railways. It is at thispoint where the craze for municipal ownership strikes an insur-mountable barrier, as the municipal corporations are not em-powered to construct railways outside of their own limits.
