Jean-Baptiste Colbert, French statesman, 17th century. Colbert (1619-1683) was Louis XIV's Chief Minister. He was responsible for reforming the chaotic financial administration and taxation system of France and oversaw the modernisation and expansion of manufacturing industry. His success in managing the French economy was particularly notable given the king's penchant for spending the nation's wealth on wars and luxury. Colbert was also instrumental in the development of France as a naval power.
