The pay-enter-pay-leave plan of payment is fol-lowed. There is practically no riding across the centerof the city, all but one or two lines looping in thecenter instead of being through routed. On the basis ofthe studies made from on and off checks the companyestimated that some 63,000,000 passengers a year wouldpay fares wholly within the 5-cent area, while approxi-mately 200,000,000 people would ride in, to or fromthe proposed outer area. Of the traffic originating inthe outer area the company estimated that there wouldbe a 10 per cent loss because of the higher rate of actual results showed that the traffic in the 5-centarea had been under-estimated, while the traffic in the7-cent area had been very largely over-estimated.
