We come now to a later phase in the history of cheese-factories in England, and we admit it is a less pleasant one than we have been hitherto occupied with. It is s^enerally under- stood that most of the factories are no longer producing as good cheese as they were several years ago, and from this the conclusion is hastily arrived at that the system is a failure. We admit the correctness of the premiss, but we deny that of the conclusion. About half of the factories are still producing veiy, and the rest of them moderately, good cheese, but even were they all producing very bad cheese, it would still be unfair to condemn the system for the failure.
