Legisla-tive assemblies, composed mainly of lawyers andfarmers, cannot hope to become experts on tech-nical industrial matters. Moreover, even if theydo investigate all details, the resulting legisla-tion in a short time becomes out of date andceases to be applicable to every establishmentand to every circumstance. As a result, thefactory inspectors are forced to decide in theirown discretion whether to enforce the law as itstands or not.
