Dearborn, Michigan - Members of the National Federation of the Blind picket a Goodwill Industries thrift store, protesting Goodwill's practice of paying subminimum wages in some locations to people with disabilities. The Federation says a loophole in federal minimum wage legislation has allowed the nonprofit organization to pay workers as little as 22 cents an hour.
