A new Education Act was also passed by the Balfourgovernment in 1902, supplemented as regards London by anAct in the following year. These Acts extended the nationalsystem of education to embrace all departments from theprimary school to the university, and made County Councilsand County Borough Councils the local school au+horities fortheir districts. State aid is given to public and privateschools alike, and religious instruction is permitted. An important departure was made in 1908, when, by the. King Edward VII 294 HISTORY OF ENGLAND Old Age Pension Act, every man or woman over seventyyears of age who has been a British subject, and has had hisresidence in the United Kingdom for twenty years and whoseincome does not exceed twenty-five pounds, is entitled toreceive a pension of an amount which runs, according to hisor her means from one shilling to five shillings a week. In 1909, nearly seven hundredthousand persons in GreatBritain and Ireland were inreceipt of old age pensionsfrom the government.
