Con-gress did not accept its measures, but passed what was knownas the Douglas amendment to the constitution, which affirmedthe popular sovereignty method of dealing with slavery in theTerritories, and raised a guarantee of non-interference with slaver}^in the States. This amendment was never submitted to theStates or people, owing to the rapid secession of the States andthe beginning of hostilities. As the Southern States seceded (see below), their members ofCongress withdrew. The Republican majority became strongin both Houses, Kansas was admitted as a free State under theWyandot Constitution, Jan. 29, 1861.
