By carefully mixing dilutions of hydrochloric acid and calcium hydroxide (a base) it will be possible to achieve a range of pHs that can be confirmed with pH indicator paper. At pH 7, the pH of distilled water, the reaction will be neutral for this type of indicator and there will be no excess of hydrogen or hydroxide ions present in solution.
