Because of this proficiency, his general CHICAGO AND COOK COUNTY 767 culture and unfailing tact, he was considered one of the most valuablemembers of the consular service, and continued his connection withit for five years, until 1898, when he voluntarily resigned. Whileserving in this capacity he wrote about two hundred reports on com-mercial, industrial and social conditions in Belgium and other Euro-pean countries which appeared in Commercial Relations of the UnitedStates and similar governmeni i) HENRY C. When Mr. Morris returned to Chicago in 1898 he resumed thepractice of the law, in which he had already made some progress,having graduated in 1889—a member of the first class—from theChicago College of Law. and having been soon afterward admittedto the Illinois bar; for the ten years he has been actively engagedin his profession. Mr. Morris has made an especially thorough study of all mattersconnected with colonization; his History of Colonization from theEarliest Times to the Present Day is considered a standard publica-tion on the subject by all those who arc competent to judge.
