A history of an ordinary New England town in the i8thcentury and in the early part of the 19th would be incom-plete if it made no mention of the village inn or authorities of the colonies of the Massachusetts Bay be-gan at a very early period to make provision for the licens-ing of inns or ordinaries and the colonial and the provin-cial statutes are full of provisions for their government andregulation. The very earliest laws prohibit the sale of wine and strongdrink in these places, as tending to riot and disorder.
