As an inducement to secure recruits the Union League offered, atone time, a bounty of $300, and expended upon the several organiza-tions a total of $108,000. The Government established Camp William Penn, in CheltenhamTownship, Montgomery County, where, under the command of Louis Wagner, of the 88th Regiment, negro recruits of the Statewere gathered.
