Almost one kilometer of Espana Blvd. is flooded and mostly not passable due to gutter deep flood waters brought by Tropical Storm Fung Wong which is locally known as Mario. Some vehicles and stranded passengers took the guts to traverse the horrendous flood waters along the stretch of Espana Blvd. Its estimated rainfall amount is from 7 – 20 mm per hour(moderate to intense) within the stropical storm’s 350 km diameter.
