Under the new system the only conspic-uous official malfeasance has been in the office ofcity treasurer under whom in 1891 an embezzle-ment of $1,500,000 took place, for which he sufferedan imprisonment of five years, being pardoned outin 1896. Under the new charter there has been a markedimprovement in public administration. The mayorshave been selected with more care; there has beenless room for political log-rolling, and in the diffi-cult problem of American municipal government. STATE HOUSE, PHILADELPHIA, IN 1775. Philadelphia has become a type of efficiency andprobity. The board of education, which has a sortof supervision over the 37 ward or sectionalboards of school directors, is still appointed bythe court of common pleas, one member beingappointed for each of the different city wards. Thesinking-fund and park commissions are controlledby boards, one of whom is the mayor, ex officio. ThePublic-Building Commission is an independentorganization, created by the legislature in 1870 forthe sole purpose of erecting the expensive and longunfinished city hall. It is free from the control ofthe councils, and practically without amenability toany authority. The city and common councils are charged withthe legislation of the city.
