They must not be substituted in thought or in fact for anyof the deeper-lying measures which it is the duty of enlightened public opinion todemand and of the state to work out. A fundamental service to be performed by the church is to provide these men withnon-commercial and friendly resorts while waiting between seasons and betweenjobs.
