Ciuil Seruice Commission a THE CIVIL SERVICE plan was adopted by a vote of the people inHouston at an election held in 1913 and today the employees ofpractically all of the departments of the City government are work-ing under this system. A charter amendment creates a Civil Service Commission outlines theduties of that body and prescribes the fundamental activities of thesystem. Since its inauguration Civil Service has proven entirely satisfactoryand has resulted in a higher and better type of employees for the CityGovernment. The work of the Civil Service Commission has been of a varied nature,because of the infancy of the plan in this City, and the results obtainedhave been most gratifying from both the standpoint of those employedand the City government. Under the Houston plan of Civil Service, a higher class of employeeshave come into the employ of the City government, and this result is due,first, to the rigid entrance requirements and second, to the practical cer-tainty that ab
