It might, on theother hand, add financial? encourage-ment to the natural advantages andthus assist adventure by sea. The gov-ernment misht also insure the continu- ance of its commerce by the proper pro-vision of a fighting navy, and mightorganise means for a rapid develop-ment of the resources of its sea powerin times of BBH1 DONALDSON LINE &S. ATHENIA. It is thus evident that it is perfectlypossible with certain forms of govern-ment to produce for a time very broadand apparently powerful manifestationsof sea power; but, and history affordssome instances of such occurrences, un-less sea power is firmly based on thenatural conditions which have beenbriefly outlined, such manifestations ofpower can only be of an ephemeralcharacter. The general factors affecting seapower being now somewhat clear, it re-mains to be seen what is the mostefficient use that can be made of thatpower when its governing conditionsare largely affected by the existence ofa state of war. These remarks must however, be prefaced by one aspect ofmaritime transportation which is ofsupreme importance to our Empire asaffecting the financial provision so nec-essary for the conduct of war.
