Then came the canvas restaurants and cafes onwheels and the fly-trap chop houses, that bore out-landishly spelled menus, and served the worst, thesloppiest, the most ill-savored coffee the alacrity with which it was downed, espe-cially by the man who had earned some money andwas at last proudly independent of relief rations(though the latter tasted better) was equally be-yond conception. These were among the transitory measures ofan extraordinary nature—some of the things peopledid to re-establish themselves without extraneousaid. On the other hand, in that crowding whirl ofmomentous events, certain official measures stand.
