To insure perfect fairness and impar-tiality in the administration of the depart-ment, no officer, member or employeemay beappointed, transferred or removedbecause of his political opinion, nor trans-ferred or dismissed except for cause untilafter a trial before the Charter requires the Board to makerules and regulations to secure disciplineand efficiency in the department, and forany violation of such rules and regulationsmay impose reasonable fines upon theofficers, members and employees, or maysuspend any of them for such time as the. No member or em-ployee of the fire department shall engagein any other employment. In reorganizing the department, and inthe appointment of officers and membersfrom the force as constituted at the timethe Charter went into effect, such ap-pointees are not required to pass anycivil service examination, but all futureappointments and promotions shall besub-ject to a public competitive examination. Under the new regime Chief Sullivanretains his post as Chief Engineer, JohnDougherty becomes First Assistant ChiefEngineer, and P. H. Shaughnessy, Sec-ond Assistant Chief Engineer.
