Germany Before the First World War 1890 - 1914 Street scene during the ceremonial visit of Kaiser Wilhelm II to KÃ?nigsberg, 6 September 1894. The visit generated much controversy in Germany when the Kaiser made a speech at a state banquet accusing his East Prussian audience of opposing his rule and calling on them to resist social reform. The speech caused the German Chancellor, Caprivi, to offer his resignation.
