The scenario was based on the idea that an earthquake caused a hotel to collapse and local emergency services and Barbados Defence Force (BDF) personnel were working together to rescue and treat survivors. Tradewinds is a joint, combined exercise conducted in conjunction with partner nations to enhance the collective abilities of defense forces and constabularies to counter transnational organized crime, and to conduct humanitarian and disaster relief operations.
