This instrument of capture is in reality a demand for alarger catch at the time of year whenfish should have total protection. Everyspawning fish killed means a direct lossof thousands of young fish. Furthermore,it is always the largest and therefore theheaviest spawners that are taken bymeans of a spear or gaff. As far as possible each section of thecountry should be allowed to utilize itswild life resources, but destruction ofsuch resources can not be permitted. It will be necessary, ultimately, to pro-hibit the destruction of fish during thespawning season. The move to take alarger toll of the spawning steelheadthroughout the state is therefore directlycontrary to natural law and a depletionof the streams is sure to follow. 74 CALIFORNIA FISH AND Fig. 28. In most instances the works of manhave a detrimental effect on wild bettered fishing conditions shouldgo along with hydroelectric power devel-opment in the high Sierras appears un-usual. Such is the case, however, as canbe seen from Mr. Fergusons article, which appears on page 5-5 of this , there are other good thingswhich follow such development. Scenicbeauties are improved by the addition oflarge bodies of water, and good roadsmake out-of-the-way places accessible. Aseveryone knows, development of this kindmeans a lessened supply of game birdsand animals. It is interesting to note, therefore, that in many cases the oppositeis true with fish and that, as a xule, fishing conditions are bettered ratherthan impaired.
