Despite this encouraging trend in funding since 1976, basic research obligations for 1978—at the level proposed by the President—still would be 5 percent lower than they were in 1968 in constant (1972) dollars. In relation to other types of re- search, the basic research share of Federal R&D obligations has remained fair
