NEWTON D. BAKER IS CHAIRMAN OF THE GROUP BUT WAS UNABLE TO ATTEND TODAY BECAUSE OF ILLNESS. THE CONFERENCE WAS INAUGURATED IN 1931 TO AID SOCIAL WORK GROUPS IN THEIR FIGHT AGAINST THE DEPRESSION
