Sgt. Wisner D'Meza, a rifleman and watch chief for I Marine Expeditionary Force (Forward), Camp Pendleton, Calif., was 11- years-old when Marines shook his hand outside his house in Port-au-Prince, Haiti, during Operation Uphold Democracy in 1994.
