WAR clouds have been hanging over Europe and the storincenter is the Balkan peninsula. The most active factors arethe three small states of Servia, Bulgaria and Montenegro. Theyare assisted by Greece and their aim is the downfall of Constanti-nople, which would mean the expulsion of the Turks from two powers of the European concert most interested are Austriaand Russia, the former supported by Germany and Italy, the latterby France and England. The position of Turkey would be hopelessin the face of the victorious march of the allied Balkan statestoward Constantinople if the European concert would allow Con-stantinople to fall into their hands.
