RIGA, Latvia — Senior Airman Clint Heller, a power productions specialist with the 176th Civil Engineer Squadron, connects wires in a junction box here July 25, 2017. Thirty-four Alaska Air Guardsmen from the 176th CES and support units repaired a children’s rehabilitation center during their two-week annual training as part of a humanitarian-civic assistance (HCA) project, working alongside Latvian military and contractors to upgrade the aging building.
