The greatest care should be observedto keep all ballast, gravel as well as stone, cleanand free from earth. The shoulder ballast shouldbe picked down to the bottom when necessaryand when clean thrown back with forks. 13. There should be a uniform depth of at Thickness ofleast ten inches of clear broken stone under the ties. The space between the ties should be filledup even with, but never above the tops of theties.
