Novel Method of Invalidating a Franchise The franchise that has been applied for by the PeoplesTraction Company of New York was offered for sale atauction on Wednesday last,.by the city comptroller. Thebidders were the Peoples Traction Company, the NorthernNew York Traction Company and the Southern BoulevardCompany. President Wilcox, of the first named company,filed a protest against the other bidders, claiming that thecompanies which they represented were not organized ingood faith, but simply as a means to aid in perpetratinga monopoly. His protest was overruled andthe bidding proceeded, the offers increasingtill one of 4 per cent, of the annual grossreceipts was made. The Southern BoulevardCompany then withdrew. The remainingcompanies continued their bids till one of 39per cent, of the gross receipts had beenreached. Then the Peoples Traction Com-pany bid 97 per cent, for the first five yearsand 95 per cent, thereafter. The NorthernNew York representative promptly trebledthe bid, which was prot
