Thegrievance of the Californians was so well-founded that Congress, while Hayeswas President, passed a bill which forbade the innnigration of Chinese laborers tothis country, and requiring those already here to take out certihcates, if they leftthe United States, so as to identify themselves before being allowed to Hayes vetoed the bill, but it was passed in 1882.
