Mr. Fox said: If corrup-tion at elections is to be lessened in the United States,the federal congress and the States must enact and en-force laws after the model of the English and Canadianlaws which for twenty-five years have been most effec-tive It is difficult to adapt this law to our conditionsbecause of the very complex character of State andfederal government, because of constitutional limitationsas to the body who have the final scrutiny of the elec-tion and because of the large size of many electoralareas in this country. And yet we should aim to comeas near to the English standard as possible by rigorouslyenforcing without fear or favor existing laws and bystrengthening them in every way. Mr. Fox advocatedestablishing the election court with fearless and rigorousjudges; punishing failure to file sworn statements of. W. D. WASHBURN, Jr. expenditure by arrest and fine; limiting or abolishingpaid conveyance and strictly limiting the number ofpaid workers; forbidding contributions by corporationsand the granting of passes of all sorts to any publicofficials by any public service corporation, especiallyin the case of judges; strictly limiting the amount ofexpenses to a reasonable amount by law determined bythe number of electors in an electoral area. On the same subject of the Connecticut corrupt prac-tices law the Hon. Lynde Harrison, of New Haven,gave an interesting personal sketch of his part in theframing of the present law and in an informal discus-sion, in which a number of delegates took part, heoutlined the main provisions of the law and stated that,in his opinion, the corrupt practices law, based on thepresent law in England, would do away with corruptpractices in this country as it has there.
