Positive train control (PTC) can stop a train before acrash happens. Although Congress mandated that PTC be installed and operating by December 31, 2018, only 25 percent of passenger route miles and just 60 percent of passenger locomotives have met that criteria. A twoyear extension has been granted to rail lines that are not fully compliant.
