LATHAM, – New York Army National Guard Maj. Richard Powell II plays the bagpipes during a Memorial Day ceremony held at the New York State Division of Military and Naval Affairs (DMNA) here on May 26. Over 100 employees, Soldiers, Airmen and others attended the ceremony, which was held on DMNA grounds near the New York Military Forces Memorial.
