Recruiting had become languid, a draft was imminent,and the designated officers, authorized to raise regiments,were meeting with indifferent success. It was apparentthat the men did not care to volunteer for so long a temjas three years, notwithstanding the inducement of liberalbounties offered. The great War Governor of Pennsylva-nia, joined by the Governors of the other States, made anappeal to the President to accept the required quotas fromtheir respective States for a shorter term of service, andthe consent of the War Department was reluctant
