A water velocipede. With paddles built into the wheel and the wheel powered by pedalling, this was basically an aquatic bicycle. This model appears to be the Floating Velocipide which was the invention of Americans Carl Wederkinch and Archibald Starkweather and patented in 1870. After a 19th century work by an unidentified artist.
