In aspecial message he directed the attention to the spoliations committed on ourCommerce by France and England, as well as the restraints of thelatter power on the commerce in corn and other provisions. Con-gress warmly responded to his wishes in these respects, taking care,at the same time, to give as little offence as possible to either of thej^Uigercnt powers.
