Governor B. retired to privatelife after four years of unusually successful adminis-tration amid plaudits that are universal throughout theState. For many years eminent and capable menhave filled the executive chair of this State, but inpainstaking vigilance, in stern good sense, in genuinepublic spirit, in thorough integrity and in practicalcapacitv, Henry P. Baldwin has shown himself to bethe peer of any or all of them. The State has been un-usually prosperous during his two terms, and the Stateadministration has fully kept pace with the needs ofthe times. The retiring Governor has fully earnedthe public gratitude and confidence which he to-daypossesses to such remarkable degree. *t.
