BALTIMORE MEYER & THALHEIMER PUBLIC PRINTER I9T2 REPORT Baltimore, January 2, the Honorable the Mayor and City Council of : I submit herewith the annual report of the Department ofLegislative Reference for the year ending December 31, 1911. The year 1911 has shown very gratifying evidence of thegrowing utility of this department. In most cases, the depart-ment has been able to comply promptly with requests for infor-mation ; and in cases where the information was not on file,steps were taken to secure it at once. The nature of the func-tions of the department make it necessary to be continuallycollecting information on important subjects, with especial ref-erence to municipal questions and questions which are likelyto be considered by the city or State. After the November election, letters were sent to the mem-bers of the Legislature, calling attention to the work of thedepartment and offering its services
