Higham's most famous citizen was Jonas Moore, later Sir Jonas, co-founder of the Greenwich Observatory. He is also credited with the invention of Time. Before his system for the regulation of time came to pass, all over Great Britain different areas had their own time. So the time in Birmingham was different to the time in Carlisle or Cornwall. Sir Jonas Moore's system was the invention of Greenwich Mean time which became the norm all over the world as time zones came into being. World changing systems that came from this tiny Lancashire village. Higham was also a base for 'Physical' Chartism that advocated that changes to the workings of Parliament as it affected the working man could only come through physical violence and insurrection. Who would think this extremism would come from such a quiet and lovely village. Even the village pub reflects this consciousness of the working man in its name 'The Four Alls' on the pub sign are depicted the '4 alls'. The King who rules all, the Priest who prays for all, the Soldier who fights for all and the Working Man who pays for all. There is a strong connection with the story of the Pendle Witches One of the families swept up in the Pendle Witch Trials of 1612. The 'Chattox'clan were based in West Close where the old crone Mother Chattox lived and her family pursued their work of professional begging. Also in Alizon Device's confession she told that "anne whittle, alias chattox, was suspected for causing one of his sons to die. The landlord of the pub the 4 alls accused Chattox of putting a curse on his brew. The suspected witches were first examined at Ashlar House, near Higham by local Magistrate Roger Nowell of nearby Read Hill is located in the north-east of Lancashire, England, near the towns of Burnley, Nelson, Colne, Clitheroe and Padiham, an area known as Pendleside. Its summit is 557 metres (1,827 ft) above mean sea level.
