He would providefor the employing and removal of employes, approve allbills and vouchers for payments, and appoint his severaljoint inspectors who would be located in the freight yardsof the different railroads. These inspectors would haveauthority to issue M. C. B. cards, authorizing repaire to bemade and charged to the roads delivering the cars in bad One of the objections which would be brought up against. the joint inspectore T would have pro rated, based on thenumber of inspectors required by each road, and chargedto the different companies in the joint scr\ice. The office of the superintendent should be located ascentrally as possible, and have telephonic communicationwith the different roads : and in this way all the linescould be connected by having an exchange in the supeiin-tendents office. All cases of dispute between inspectors should be broughtto the superintendent, and, if necessary, appeal could bemade to the executive committee. I have simply given an outline of the scheme which I amsatisfied is a feasible one and could be adopted with advan-tage. I have not attempted to go into the details, as I be-lieve the success of this or any other scheme would de-pend altogether on the ability of thesuperintendent to workout the details.
