The position of Spain being thus made known, and the demands of theU-ni-ted States being denied, with a complete rupture of intercourse by theact of Spain, I have been constrained, in exercise of the power and author-ity conferred upon me by the joint resolution aforesaid, to proclaim, underdate of A-pril 22, 1898, a blockade of certain ports of the north coast ofCu-ba, lying between Car-de-nas and Ba-hi-a Hon-da and of the port ofCi-en-fue-gos on the south coast of Cu-ba; and further, in exercise of myconstitutional powers, and using the authority conferred upon me by theact of Con-gress approved A-pril 20, 1898, to issue my proclamation, datedA-pril 23, 1898, calling forth volunteers, in order to carry into effect the. In view of the measure so taken, and with a view to the adoption ofsuch other measures as may be necessary to enable me to carry out the ex-pressed will of the Con-gress of the U-ni-ted States in the premises, I nowrecommend to your honorable body the adoption of a joint resolution de-claring that a state of war exists between the U-ni-ted States of A-mer-i-caand the King-dom of Spain, and I urge speedy action thereon to the endthat the definition of the international status of the U-ni-ted States as abelligerent power may be known, and the assertion of all its rights and themaintenance of all its duties in the conduct of a public war may be assured.
