Existing conditions forbade a logicaland unbroken development of the political cartoon; it evolvedonly by fits and starts. It was often less an expression of thepopular mood than a vehicle for personal enthusiasm or per-sonal rancor; at the hands of just a few masters, it vergedupon the despotic.
