Congress had moved very cautiously, being content with ameasure forbidding the return of fugitives, and one declaringfree those slaves who were captured while aiding Fremont, in the Department of Missouri, had, , 1861, declared the slaves of rebels free, but the Presidentoverruled his order. General B. F. Butler, in Virginia, haddeclared slaves contraband of war, and liable to of the field officers were either returning them to theirmasters, or hesitating about what to do with them.
