The Emperor Nicholas frequently presented, for specialmerit, this decoration of the first and second classes set inrubies, and the corners adorned with brilliants, or with theimperial crown of white enamel. Of all the Russian Orders, * St. Ann is mostly conferred onforeigners who are not in the service of the country. In 1818,the Order counted (by the Court Almanack) one thousand andtwenty Knights of the first class, five thousand four hundred lUSSIA. Tnhic II PL A I i: 70.
