They are forced to carry this picture to remind the festival goers of their obligations to the Chinese state. The grandfather of communism in China, Chairman Mao enacted the Communist Revolution, the Great Leap Forward and the Peaceful Liberation of Tibet - all epochs that saw the annhialation of several million Tibetans, the exile of more and the occupation of their land.
