In the next place, thru the legislativeact creating the Council of National De-fense and thru the coordinating influ-ence of the civilian advisory commis-sion assisting the Council, the entireresources of the country in the line ofexpert scientific business and technicalbrains have been brought to bear uponthe national problem. The Council inits advisory commission, was the firstauthoritative channel for the accom-plishment of this purpose. We have learned, during the past twoand a half years, that in modern war-fare there are three great arms of serv-ice. These are the Army, the Navy,
