The Corps of Engineers leads Emergency Support Function 3, Civil Works and Engineering, for FEMA during federal responses to declared disasters and emergencies. The RCO in Puerto Rico is managing and completing FEMA mission assignments for temporary power, temporary roofing, debris and critical public facilities. He is a resident of Yrisarri, NM.
