James Fulks, from Oklahoma City, Oklahoma, during a change of command ceremony for the Los Angeles-class fast-attack submarine USS Topeka (SSN 754) at Parche Memorial. Capt. Michael Majewski, commodore, Submarine Squadron 7, presided over the ceremony.
